Right now refresh extends the window drag handle 7 DIP into the inactive tab region.  We should base this on min(tab title font y, icon y) instead, with a bit of padding above that.  The goal is not to change the behavior but just to write the code in terms of "allow users to drag in the space above these things" instead of a random hardcoded constant.
