Enforcing CLAs |

Issue descriptionAre we currently enforcing CLAs for Gerrit submissions? There is a checklist for external contributions [http://dev.chromium.org/developers/contributing-code/external-contributor-checklist], but is there any programmatic verification of it? If we have/can have a Gerrit group with external CLA signers we could also use it to mitigate spam actions in Gerrit such as crbug.com/851073

if it's done via remote jobs, then this is probably something we'll want to roll up into our OWNERS/lint pre-cq job (that doesn't exist, but we know we'll want to implement)

i noticed that GoB settings allows you to change this. https://chromium-review.googlesource.com/admin/repos/chromiumos Contributor Agreements Require a valid contributor agreement to upload False i can't think of a reason to not flip that to true. i'll sent an e-mail blast to double check before i flip it.
