Screen reader does not always read the label of buttons in report an issue dialog |

Issue descriptionVersion 69.0.3452.0 (Official Build) canary (64-bit) Version 68.0.3440.15 (Official Build) dev (64-bit) JAWS Version 2018.1805.33 ILM NVDA version 2018.1.1 Windows version 1709 (OS Build 16299.431) Steps: 1. Launch either of above screen reader 2. Launch any of above versions of Chrome 3. Navigate to Chrome menu > help > Report an issue. 4. Make sure focus mode (NVDA) or forms mode (JAWS) is off by pressing escape. 5. Use arrow keys to move down to the last two buttons. Expected: screen reader should read label of the buttons (cancel or send) Actual: screen reader treats both buttons as unlabeled. Notes: Reproduces in Canary and Dev Reproduces with JAWS and NVDA. The current workaround is to initially navigate using the tab key. After that, the buttons are clearly labeled when navigating with arrows.

I am not able to reproduce this. I tried reproducing in Stable and in Canary (the latter fully updated). My Canary version is: 69.0.3453.0 (Official Build) canary (64-bit) I have the latest Jaws and NVDA updates applied. E.g. NVDA says "no updates available" and Jaws version is Version 2018.1805.33 ILM. Going to menu > Help > Report an Issue, or pressing Alt+Shift+I, or going to Help > About and then pressing the "Report an issue" button, shows a dialog and places focus in a text field. Turning on Browse Mode or Virtual Cursor Mode, either by pressing escape, or NVDAKey+Space or Jaws equivalent, and then navigating to the bottom of the dialog with Ctrl+End, announces both Cancel and Send buttons correctly.
