Mouse orientation does not match screen orientation

Issue description

Chrome Version: 68.0.3440.18
Chrome OS Version: 10718.16.0
Chrome OS Platform: Veyron-Tiger

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Enterprise Enroll device to a test domain
(2)Move device to test OU. Update Device settings > Kiosk Settings. Change the screen orientation to 90 ,180 or 270 degrees
(3)Reload policy on device

Expected Result:
Mouse should change orientation when screen orientation is changed

Actual Result:
Mouse orientation stays the same as previous screen orientation setting

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?) Always

What is the impact to the user, and is there a workaround? If so, what is
it?

log if possible.
