Add Scheduling.Display.SwapToAckLatency or similar UMA

We want to add an UMA histogram for display compositor swap buffer to ack time. Similar to Scheduling.Browser.SwapToAckLatency2 or Scheduling.Renderer.SwapToAckLatency2 I think. I want to double check if something like this exists already (or is in progress of being added)?

The motivation is we are seeing fewer Display::DrawAndSwap() calls with OOP-D and want to get more data as to why.

We do want to instrument the display compositor better, but no one is working on that yet.

Display.SwapToAckLatency sounds good.

Is the hypothesis that swap-to-ack takes longer, therefore we do swaps less frequently, and thus fewer swaps overall?
