Tapping once on touch screen cannot make the monitor display on when the power button light is on and the monitor display is off

Issue description

Chrome Version: <N/A>
Chrome OS Version: <Platform 66.0.3359.181>
Chrome OS Platform: <HP/J5N49UT#ABA and ASUS/CN60>
Network info: <N/A>

Steps To Reproduce:
(1) Connect a touch screen to the system. Choose "Sleep" in "Power" settings.
(2) Wait until the monitor display if off but the power button light is still on (so the system is not sleeping).
(3) Tapping once on the screen.

Expected Result:
The monitor display should be on with one touch. Chrome OS v60 works in this case.

Actual Result:
Tapping once on the screen cannot make the monitor display on. The user has to tap the screen many times(at least 8 times) with different locations. The tapping pattern is different, depending on different touch screens. Some single touch monitors even cannot make the monitor display on in this case. But they all work with Chrome OS v60. Mouse and keyboard work in this case.

How frequently does this problem reproduce? Always

What is the impact to the user, and is there a workaround? If so, what is
it? If Chromebox doesn't have mouse and keyboard connected, the user cannot see the display on with one or two touches in this case and will get confused. The worst case, the user will push the power button.

Could this be caused by  Issue 850222  ?
This is a different issue because there is no problem with touch itself. This issue only happens when the monitor display dims and goes off but the power button light of Chromebox is still on.

Sorry maybe it is confusing when I said the power button light is on. It is the power button light of Chromebox system.
Yes I understand but the regression you are talking about sounds to have originated at the same time as  Issue 850222  did. Its also the time when a lot of the touch architecture changed on the chromium side.

I am currently pre-occupied with a couple of other high priority launches. I will look into this in the coming week.
Looking into another bug, I think I found the cause for this one as well.
To confirm, can you run the device with the following switch:

"--touchscreen-usable-while-screen-off" ?

This was an intentional change introduced to conserve power for internal displays I presume.

You can add the switch by going into developer mode and modifying the 
  /etc/chrome_dev.conf
file and adding the line
  --touchscreen-usable-while-screen-off

You would also have to root the device before you can make changes.

The fix should be available in M68. 
You can test it right now on the M68 Dev channel.
I tested 68.0.3440.25, but tapping once on the touch screen still cannot make the monitor display on.
Sorry I meant M69 Dev.
It should be coming up on M68 beta as well by EOD or tmrw EOD.
68.0.3440.34 beta seems to fix this issue. Thank you so much.
