Tested this issue on Mac OS 10.13.3 and Windows 10 on the latest Stable 67.0.3396.79 and Canary 69.0.3455.0 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and navigated to google.com.
2. clicked on search by voice button and could observe the voice is recorded and search results are displayed.

Request you to update chrome to the latest Stable 67.0.3396.79, retry the issue and update the thread with the observations.

I upgraded to Chromium 67.0.3396.62 but the problem persists (see pictures).

Chromium voice to text DOES work on the following website:  

https://azure.microsoft.com/en-us/services/cognitive-services/speech/

However, this still does not solve my problem with speechnotes, google voice search, etc.

Could this be a problem with my microphone interacting with chromium? I'm using Ubuntu 16.04 and running Lubuntu desktop and I have noticed in my panel ("start bar") that a microphone icon rapidly appears and disappears repeatedly when I attempt to use a website on Chromium that requires a microphone--this is erratic behavior because the microphone icon usually appears and stays put without disappearing throughout its use.

Able to reproduce the issue on reported chrome version 66.0.3359.181  and on latest chrome 69.0.3457.0 using Mac 10.13.5, Ubuntu 14.04 andWindows 10 . 
 
Same behavior is seen on M60(60.0.3112.0) and could probably be related to some server related change, marking it as Untriaged for further investigation by the respective team.

Adding Permissions labels for ideas, per comment #3 (microphone icon appearing and disappearing) and comment #5 about possible server-related change.

Can you please record a video of the "flickering" microphone icon? Otherwise it seems likely that this could be a server-related change.

Hi dominickn,

I recorded the video as you requested, however, the microphone icon in the lower right hand corner of the panel is no longer flickering. Voice-to-text is still not working using Chromium Version 68.0.3440.75 (Official Build) Built on Ubuntu, running on Ubuntu 16.04 (64-bit). Is there some sort of log file I could attach to give you more information?
