3 items (Gmail, Images & App launcher icon)are displayed left hand side instead of right hand side on Hebrew OS

Issue description

Chrome Version: 68.0.3440.16
OS: Windows 7

What steps will reproduce the problem?
1. Launch chrome
2. Open new tab
3. Observed 3 items (Gmail, Images & App launcher icon) are displayed at lefthand side
4. Go to chrme://settings/languages & change chrome language to any other language
5. Also observed 3 items are displayed at left hand side 

What is the expected result?
3 items (Gmail, Images & App launcher icon) should be displayed at the right hand side of the page irrespective of the chrome language.

What happens instead?
3 items (Gmail, Images & App launcher icon) are displayed at left hand side of the page irrespective of the chrome language. 

It is a non regression issue as it is observed from M60 builds.

Please find the attached screencast for reference.
Could someone from dev team please take a look into this issue.

Note:
1.Issue seen only on Hebrew OS
2. No issue is seen on other OS like Chinese, Korean etc

Thank you for reporting. This might be an Engineering case.

@Engineering Team, the strings looks like been translated but it has the incorrect alignment. Can anyone please assist?

As we are able to reproduce the same issue from M60 builds to latest M68 ,removing 'Needs-TestConfirmation' label.

kmilka@, Please take a look into this issue and update the thread accordingly.

This looks to be WAI on the remote NTP for RTL languages (e.g Hebrew).
