Non-Regression: Night Light is seen disabled in OOBE screen

Chrome Version:69.0.3452.0/10762.0.0 dev channel Celes,Minnie,Peppy
OS: Chrome OS ARC

What steps will reproduce the problem?
(1)Recover Build >>In OOBE screen,go to Ubertray 
(2)click on the Night Light button and observe

Actual: Night Light is seen disabled in OOBE screen
Expected: Night Light should work in OOBE screen 

Raising this as a Non-Regression seen from M-69 as the option is seen in 69.0.3452.0/10762.0.0 dev channel

Note: Issue is not seen in Linux,Windows OS

This is WAI. Night Light works only when the user logs in.

Nightlight is now no longer avaiable in status tray during oobe, this is obsolete.
