Non-Regression : Previous selected wallpaper is seen for for 2-3 seconds on screen even after other wallpaper is selected

Chrome Version: 69.0.3452.0/10762.0.0 dev channel Peppy,Minnie and Celes
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option
(2)In 'Set Wallpaper' overlay -> go to any tab -> Now try to select any wallpaper(Ex :A)  and immediately while its in loading state select other wallpaper(Ex:B)->tick mark is seen for 'A' and then immediately on 'B' 
(3)On screen observe first 'A' wallpaper is seen for 2-3 seconds and then immediately 'B' wallpaper changes on screen
(Please refer Video)

Expected: Selected Wallpaper should be seen even if we selected any wallpaper before i.e. no such previous wallpaper should be seen
Actual: Instead previous selected wallpaper is seen for 2-3 seconds

This is Non-Regression Issue seen from M-62
