What steps will reproduce the problem?
(1)Sign into user >> Launch Chrome, Open chrome://settings/display page
(2)Scroll down the page to bottom and observe unnecessary Google play store section

Actual: Google play store section is unnecessary placed in chrome://settings/display page
Expected: No need of such unrelated play store section in chrome://settings/display page

This is a Regression issue as same is working fine in 69.0.3451.0/10758.0.0 dev channel Reks

Note: 
1.If it is WAI, then the Playstore section should be seen also for chrome://settings ->Device->Displays (which opens chrome://settings/display page)
2.Issue is ARC devices specific
