Non-Regression: Some kind of Distortion is seen while 'ON'ing and 'OFF'ing of Night light

OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user or Guest user>> try 'ON'ing and 'OFF'ing of Night light and observe some distortion

Actual: SOme distortion is seen while 'ON'ing and 'OFF'ing of Night light
Expected: No such issue should be seen and 'ON' and 'OFF' should be smooth

This is a Non-Regression issue seen from 69.0.3452.0/10762.0.0 dev

Night Light is being turned on and off successively very quickly in the video. I can't see what's going on. Can you please explain or upload a better video?

FYI: There is an animation going on, the change is not abrupt. I'm not sure if that's what you are referring to as distortion.

Some kind of blue lines are seen when Night Light is being turned on and off. Unable to capture screenshot. Kindly please refer the attached video in comment#0.

I've just tried on minnie, and I can't see any weird issues, or blue lines. See attached video. I'm marking this as WontFix.
