Chrome window becomes unmaximized after computer restarts

Issue description

UserAgent: Chrome/67.0.3396.79 (ws NT 8.1; Win64; x64)

Steps to reproduce the problem:
1. Open Chrome
2. Maximize the Chrome window
3. Enable "Continue where you left off" in settings
4. Go to Start -> Shut Down (while the Chrome window is open)
5. Turn computer on again
6. Open Chrome again
7. Observe that the Chrome window is unmaximized

What is the expected behavior?
Chrome should remember if it was maximized or not, and when you open Chrome again it should apply the same settings. For example, if you close Chrome using alt+F4 or just close it by clicking on X at the top right corner, when you open it again the Chrome window would be maximized if and only if it was maximized before closing.

What went wrong?
However, if you turn off computer while Chrome window is open, then when you turn computer on again and open Chrome, then window will always be unmaximized, no matter if it was maximized before. Notice that Chrome was not killed, it was closed normally (operating system sent signal to Chrome and Chrome exited normally), so I don't see why it results in different behavior than when Chrome is closed using alt+f4 for example. Such behavior is not seen in Firefox.

Unable to reproduce the issue on chrome reported version 67.0.3396.79 using Windows-10 with steps mentioned below:
1) Launched chrome reported version, maximised it and navigated to chrome://settings and selected the check box "Continue where you left off"
2) Moved to Start -> Shut Down(on chrome window open), turned the computer ON again
3) Opened chrome again, observed chrome in maximise mode.

@Reporter: Please try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

It seems that the problem doesn't occur with 67.0.3396.87. Probably it was some temporary issue. After updating, everything works fine.

Feel free to wontfix this, since this doesn't seem to be reproducible with the latest version.
