Sign-in from chrome://settings redirects to 404 error.

Chrome Version: 69.0.3452.0
OS: Windows 10

What steps will reproduce the problem?
1. Enable "Enable network service" from Chrome://flags
2. Relaunch Chrome
3. Navigate to "Chrome://settings --> Under people try to sign-in to chrome or on tab strip top right side of the screen. 


What is the expected result?
Should redirect to Sign-in page

What happens instead?
Instead getting 404 Error.


Did this work with Enable network service flag disable?
Yes

How frequent was the bug reproducible? 
100%

Update:

Rechecked the above issue on latest canary version #69.0.3493.0 on Win 10 and the issue is still Reproducible.
