new Date(number) return a wrong date instance in v67

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:
new Date(-2209129200000);
The return value is 
Sat Dec 30 1899 17:05:43 GMT+0805 (China Standard Time)
in Chrome V67.

What is the expected behavior?
Use the same value in V66.

The return value is 
Sat Dec 30 1899 17:00:00 GMT+0805 (China Standard Time)

What went wrong?
V67 Date value is wrong.

Please help to check what happened.

Please fixed it as soon as possible.
