modify_host causes inconsistency between master DB and shard DB

"atest host rename" uses modify_host http://shortn/_GBBml40cPu to modify hostnames. We find there's an issue when we modify hostnames for hosts that are assigned to a shard. "atest host rename" modifies hostnames in shard but not in master db, leaving the inconsistency between master DB and shard DB.
