[Picture-in-Picture] Close button not fading after hover leaves

What steps will reproduce the problem?
(1) Launch PiP video
(2) Scale the window so that the close button is in the letterbox region, to the right of where the video's right edge ends.
(3) Move mouse out of PiP window

Close button should fade away, instead it stays persistent.
