people would like to send a URI and have it automatically open a tab.  obvious security concerns here.

if we could add a common prompt flow, this would be feasible.  we'd probably also roll in the current image authorization prompt, and probably include issue 609303 as part of it.

also need to figure out the escape sequence format.
