LazyLoad: Do not fetch placeholder if dimensions specified in img elements

For lazyimages, the first 2KB is always retrieved even if the dimensions is specified in <img> elements. Lazyimage could be optimized to not fetch this.

As a first step, consider adding uma that counts IMG elements with and without dimensions.
