The ability to completely disable the "Report an issue" button and replace it with a policy instead.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.96.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Click on  "Help"
2. Click on "Report an Issue"
3. 

What is the expected behavior?
CUstomer, in financial vertical, would like to see the "Report an Issue" feature replaced with a policy.   Since the feature has the ability to take a screen capture, the customer is worried that private information could be sent to Google...they want to be able to control this via policy.

What went wrong?
nothing went wrong - it is a feature that they'd like to be able to control via policy
