In PrefetchDispatcherTest.PrefetchItemFlow test case, with |respond_to_generate_page_bundle_| set to true there is a hack used to avoid PrefetchRequestFinishedCallback (which is a OnceCallback) being moved twice.
Resolve this hack might need to inject some request generation process or  changing some underlying logic used by that test.
