[MD-Refresh] Omnibox colour appears in different colors and looks when the Dropdown appears

Issue description

Chrome Version: 69.0.3451.0 Canary
OS: macOS 10.12.5

What steps will reproduce the problem?
(1) Enable MD-Refresh
(2) Type something into the Omnibox

What is the expected result?
The Omnibox colour should appear in white?


What happens instead?
The Omnibox color is sometimes white, sometimes grey with a shade or sometimes the blue focus ring is shining through.

This issue seems to be fixed in latest Canary on macOS 10.13.4. (Can test it later on macOS 10.12.4, too).

The APPEARANCE has been recently fixed, but the BEHAVIOR on Mac is still not working. You cannot actually click the text field when the popup is open.
