Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36 Example URL: https://developer.mozilla.org/en-US/docs/Web/CSS/text-transform Steps to reproduce the problem: 1. Open the linked page from MDN 2. Search for "Capitalize (Dutch ij digraph)" 3. Compare expected output from Firefox to Chrome. What is the expected behavior? Dutch word "ijsland" is capitalized as "IJsland" becaise "ij" is a digraph. What went wrong? Chrome ignores digraph and capitalizes as "Ijsland". Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Able to reproduce this issue on reported version 66.0.3359.181 , on latest stable and latest canary using Mac 10.13.3, Windows 10 and Ubuntu 17.10. i.e; Observing "Ijsland" instead of "IJsland". This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as untriged. Thanks!
