tab is not resizing in mac mojave

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.15 Safari/537.36

Steps to reproduce the problem:
1. create many tabs
2. close a few

What is the expected behavior?
tab resize

What went wrong?
tab not resize

Did this work before? No 

Chrome version: 69.0.3451.0  Channel: dev
OS Version: OS X 10.14.0

channel should be canary not dev, sorry.

Unable to reproduce this issue on reported chrome version 69.0.3451.0 canary using Mac OS 10.13.3. Attaching screen cast for reference.

Steps:
------------------------------
1.Created many tabs
2.Closed few tabs 
3.We are able to resize tabs.

If reproducible, suspecting this could be specific to Mac OS mojave i.e 10.14. Don't have 10.14 installed as of now to confirm this.

Hi viswa.karala@, yes it's specific for mac mojave as tagged. same as the other 3 issues I created, they are all only reproducible in mojave. thanks for your test on 10.13 though!

As per comment #5, it seems that the issue is specific to mac mojave. As we don't have that particular OS-mac to test the issue from our end. Hence, adding label TE-Hardware-Dependency.

confirmed, in canary 70.0.3502.0 it's fixed.
