Regression: chrome://assistant-optin/ page is not loading

Issue description

Chrome Version: 69.0.3451.0/10758.0.0 dev channel Kip, Daisy & Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://assistant-optin/ and observe

Actual: 'Google Assistant unable to load, please check your network connection and retry' error is seen even though network is connected. Even after several retries, page is not loading

Expected: Page should load

This is a Regression issue as same is working fine in M67 beta

NOTE: Issue is seen in M68 also

Yue, is this in your jurisdiction?

The only other bug i see  mentioning assistant-optin is yours.

This bug is marked as a 68 stable release blocker, and we are coming up on stable in a couple weeks, so we need to get it fixed or reclassify it.
This bug needs to be fixed and merged back within the next week or it will start blocking our R68 stable release.
Do the "normal" flows for assistant opt-in work? I question whether navigating to that URL should be a release blocker.

Sorry I missed this bug since we mostly use b/ recently.
This should be an intended behavior. This webui is for native Assistant only. Thus if native Assistant feature or libassistant is not enabled it will not show.
Verified in top of tree that if native Assistant feature and libassistant are enabled, the webui successfully show.
