Fullscreen does not work when video is in Picture-in-Picture

Issue description

Chrome Version       : 69.0.3451.0
OS Version: 10757.0.0

What steps will reproduce the problem?
1. The chrome://flags/#enable-experimental-web-platform-features and chrome://flags/#enable-surfaces-for-videos flags must be enabled.
2. Go to https://googlechrome.github.io/samples/picture-in-picture/
3. Play video and click "Toggle Picture-in-Picture" button
4. Click "Fullscreen" native media controls in Picture-in-Picture interstitial

What is the expected result?
Video should go fullscreen.

What happens instead of that?
Picture-in-Picture interstitial goes fullscreen.

We should probably handle this by leaving PIP when we enter fullscreen (for native controls). Not sure if we should do anything automatic for custom controls.

I will also handle the other case: when in fullscreen, going in PIP mode should leave fullscreen.
