Issue description

Chrome Version: 69.0.3451.0/10758.0.0 dev channel Kip, Daisy & Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to Chrome://settings/cupsPrinters
(2)Click on Add printer and observe

Expected: Grey shadow should be seen for the text fields like in other overlays such as autofill
Actual: No grey shadow is seen for the text fields

This is a Non-Regression issue seen from M69
