Non-Regression : Unnecessary hand pointer is seen instead of arrow pointer when pointer is placed out of 'Check your System time' overlay

OS: Chrome OS

What steps will reproduce the problem?
(1)Go to chrome://settings page ->Advanced ->Date and Time
(2)Select 'Set date and time' to open 'Check your System time' overlay
(3)Place the mouse pointer out of overlay and observe

Actual: Unnecessary hand pointer is seen instead of arrow pointer
Expected: Arrow pointer should be seen

This is a Non-regression seen from M-62

Note: Issue is not seen in Linux,Windows OS

This does not look like a WebUI issue, since the click occurs outside of the tab contents area.
