What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.provos.org/tmp/content.exe  twice such that two download entries appear in download bar.
(2)Click on arrow icon of second entry such that 'learn more' link appears, click on first entry arrow icon.
(3)Now again click on second entry and observe the arrow icon of first entry
 
Actual: Focus stays on first entry even after clicking on second in download bar.

Expected: Focus should not be seen on first entry even after clicking on second in download bar.

This is a Non-regression issue seen from 'M60' series i.e. 60.0.3072.0

Note:
1. This issue is also reproducible on M-67 Stable & Beta (build # 67.0.3396.79/67.0.3396.62) and M-69 Canary (build # 69.0.3452.0).
2. Issue not seen on Mac(10.12.6, 10.13.1, 10.13.6) and Linux (14.04 LTS) OS
