Regression: [Bookmark] Unwanted focus ring is appear on 'Save' button for first instance.

Issue description

Chrome Version: 68.0.3440.17 (Official Build) Revision 3f4388bf791dc0987401140638818b80d5a81616-refs/branch-heads/3440@{#225}(64 bit)
OS: Windows 10 (Touch device)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks page and click on 'Organize'
(2) Tap/touch on Add new Bookmark option and then tap on 'Save' button
(3) Observe.

Actual: Unwanted focus ring is appear on 'Save' button for first instance.

Expected: No such a focus ring should appear on 'Save'button foe first instance.

This is a touch specific regression issue, broken in 'M68', will soon update the other info:

Good Build:68.0.3406.0
Bad Build: 68.0.3409.0

Note: Issue is not seen on Windows(7,8,10, 8.1) Mac OS X(10.12.6,10.13.1,10.13.6) and Linux(14.04 LTS)

Note: unable to narrow down range using bisect per revision hence providing suspect from narrow bisect.

Not sure if this is exactly a regression. The new button styling behaves slightly differently. Will keep thinking about this and check with UX.
Status: WontFix (was: Assigned)
The way this dialog works, validation happens when the button is clicked. The fact that the focus indication changed to have a focus ring is intentional, as part of MD refresh.
