Regression: Page navigation is seen improper on clicking back arrow in cupsPrinters page

Chrome Version:69.0.3451.0/10758.0.0 dev channel Kip,Daisy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Go to chrome://settings ->Advanced ->Printing section and select Printers
(2)In chrome://settings/cupsPrinters page and refresh the page
(3)Now click back page arrow and observe (Please refer video)

Actual: On clicking back arrow, page redirects to beginning -Network section
Expected: On clicking back arrow, page should redirects to Printing section

This is a Regression issue as same is working fine in 66.0.3359.203/10452.99.0 stable 

Note: 
1.Issue is not seen in windows,Linux OS
2.Issue is seen in M-67 beta,M-68

Upon back navigation from chrome://settings/cupsPrinters, the page correctly scrolls to the "printing" section. There is no animation though, which is already tracked by  issue 735829 .
