Regression : "Language" Drop down Options are seen missing in OOBE Screen

Chrome Version: 69.0.3451.0/10758.0.0 dev channel Kip, Daisy & Reks
OS: Chrome

What steps will reproduce the problem?
1)Recover build -> In OOBE screen select 'English(Untied States)' option -> navigates to 'Choose your language & keyboard' screen
(2)Now Click on "Language" Drop down and observe options are missing 
(Please refer Video & Screenshot)

Expected: On clicking "Language" Drop down options should be seen
Actual: Instead options are seen missing in "Language" Drop down

This is a Regression issue as same is working fine in 69.0.3445.0/10738.0.0 dev-channel Reks

Alexander, are you looking into this? "English (United States)" is the only language in the dropdown.
