Black screen when switching to VT2 using Ctrl+Alt+F2 on edgar

Issue description

(Chrome OS on Edgar device)

Chrome Version: 69.0.3453.0
Platform: 10758.0.0 (Official Build) dev-channel edgar test
Firmware Version: Google_Edgar.7287.167.96

What steps will reproduce the problem?
(1) Boot up the device
(2) Press Ctrl+Alt+F2 (=="right arrow")

What is the expected result?
Expected to see the console and to be able to sign-in.

What happens instead?
The screen is black for a moment. Then it seems to have backlight but it's still black.

This started happening since I flashed this build today.

(Not sure if the component assignment is correct)
 
I went back to 10572.0.0 where I had no issues entering the console with Ctrl+Alt+F2.
Components: UI>Shell
Summary: Black screen when switching to VT2 using Ctrl+Alt+F2 on edgar (was: Black screen on Ctrl+Alt+F2 (console) on edgar)
After I deployed ToT chrome (using the simple chrome process) the issue reproduces again.
So it seems to be inside chrome.
Also, I can switch to the console by doing:

(1) ssh into the device, stop ui
(2) now Ctrl+Alt+F2 on the device

Further suggesting that the issue has something to do with chrome running.

Are there any error messages from frecon in dmesg?
Most likely Chrome is not responding to dbus messages from frecon. So it can be Chrome or dbus problem.
