Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36 Steps to reproduce the problem: 1. Create an HTML element and add event listener on mouse down 2. Add CSS class to element which states cursor type other than default when mouse down 3. What is the expected behavior? The cursor type should be changed the same way as if dev tools would be closed What went wrong? Cursor type is not changed after mouse down with dev tools active Did this work before? Unable to reproduce this issue on reported version 66.0.3359.181 and on latest stable 67.0.3396.79 using Windows 10 with steps mentioned above. i.e; Cursor changes from default to move cursor on clicking,even when devtools is opened. Attaching screencast for reference. @Reporter: Please check the video and let us know if we miss anything. Please upgrade chrome to latest stable and let us know the behavior. If issue is still reproducible check the issue by disabling all apps/extensions and by resetting all flags to default in chrome://flags. Thanks!

I've noticed you're comment above and re-checked this issue again. Indeed, if I keep Dev Tools docked to by browser, as it can be seen in your video, it doesn't reproduce. So I hope below steps will help identifying the issue: 1. Open Dev Tools, undock instance in separate window 2. Close Dev Tools and reopen it (it should now open in a separate window by default) 3. Hold mouse down inside the red background rectangle in above fiddle Expected: The cursor should changed imediately Actual: The cursor changes to "move" after mouse up, and imediately changes to default after mouse move Best regards!

I noticed another thing, if I leave the Dev Tools opened and undocked, than navigate to another url and press back to the page with the change-cursor script, Chrome behaves as expected.
