Please move Blink>FileAPI to Blink>Storage>FileAPI

Dear Monorail team,

Is it possible to do some component surgery and move Blink>FileAPI under Blink>Storage?

If that's the case, I'll submit a CL that updates TEAM: fields in OWNERS files.

The reasoning is that the File API is a client-side storage mechanism, just like the other components under Blink>Storage. There is no logical reason for File API to be separate from everything else.
