There are several clients(android_webview, chrome and content) directly set a MockLocationProvider to LocationProviderFactory.java for testing purpose. Which leads to the geolocation/public/java:geolocation_java_test_support unavoidably depend on geolocation:geolocation_java.

It is ok given that the dependency is just for tests, but ideally we should remove this dependency in the long term.
