Implement local power change queue as 2 state variables

Issue description

As a requirement to remove timeout of ARC++ Bluetooth turn on/off ( https://crbug.com/849376 ), the queue for local power change needs to be reimplemented using 2 state variables to prevent the queue from growing unlimited.
