App on launcher clicked should open in that display rather than one in focus |

Issue descriptionGoogle Chrome 68.0.3440.15 (Official Build) dev (64-bit) Revision 97fda87c8faca0ed36579987237d552dd92d1fcd-refs/branch-heads/3440@{#179} Platform 10718.13.0 (Official Build) dev-channel caroline-ndktranslation Firmware Version Google_Caroline.7820.356.0 Customization ID SAMSUNG-CAROLINE Steps to reproduce the problem: 1. Connect Chromebook to a external display in extended mode 2. Click on a tab in Chromebook screen to put it in focus 3. Click on gmail app from the extended screen launcher What is the expected behavior? The gamil app opens as a window display that contains the launcher clicked. What went wrong? The gmail app will open as a tab in the display that had the tab in focus. This is a related bug that tracked the fix of the shelf click.
