Chromad: Only initial login works when ephemeral mode is enabled

Chrome OS: 10757.0.0
Device: Santa

What steps will reproduce the problem?
(1) Enroll device into Active Directory
(2) Enable DeviceEphemeralUsersEnabled
(3) Login/logout
(4) Click "Add Person" to login again

What is the expected result?
The second login is successful

What happens instead?
Login failed (and all subsequent logins)
