[Perf] Disable a couple stories

Disabling a couple of stories due to bot health bugs.

These are in benchmarks blink_perf.svg, and rendering.desktop/mobile.

Sorry about the difficulty with aquarium_20k. I am the benchmark owner and would like to get it re-enabled. On what platforms exactly was it disabled? From https://chromium-review.googlesource.com/1090007 it looks like it was only disabled on rendering.mobile, and we would definitely want it still running on desktop platforms if it was only problematic on Android.

The expectation config file said it's disabled on all. However, that was only rendering.mobile, so it should be disabled only on mobile platforms (rendering.desktop is where all desktop tests run)
