[WebUI Refresh] "Developer mode" toggle state in chrome://extensions is difficult to interpret

Issue description

1. Open chrome://extensions/
2. Toggle the "Developer mode" control in the upper-right corner.

Expected: There should be more differentiation between the on and off states, aside from the position.

Actual: On and off state has the same color. One must know the circle on the right means "on".

- Previously, this control was a checkbox. So it was more obvious when the control was in the on state.
- For each individual extension, the off state is gray and the on state is blue. On by policy is faded blue.

I agree that the current coloring of this toggle does not seem very intuitive.

@aee: Where the values for this toggle provided by UX? It seems like we should revisit.
