Pixelbook Minimum Font Size

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.4.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.4 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://settings/fonts
2. Increase minimum font size to 24
3. Increase default font size to 24
4. Go to data:text/html,<p>font size unset</p><p style="font-size: 6px">font size 6</p>

What is the expected behavior?
The font size of both paragraphs is 24px.

What went wrong?
The font size of the paragraph set to 6px font is increased to 12px instead of 24px.

Did this work before? Yes Other devices: HP Chromebook 14 V1

Chrome version: 68.0.3440.4  Channel: dev
OS Version: 10718.4.0
Flash Version: 

Users can workaround the issue by setting the minimum to double the desired size. If the size wanted is greater than 12px, the devtools console can be used on the advanced font settings extension, with this code: chrome.fontSettings.setMinimumFontSize({ pixelSize: 14 * 2 })
