Confusing dialog when closing chrome when downloads are caught by safe browsing

Issue description

Chrome Version: 68.0.3440.15 (Official Build) dev (64-bit) (cohort: Dev)
OS: Win 10

What steps will reproduce the problem?
(1) Download a file that safe browsing thinks is dangerous.
(2) Allow the network transfer to complete but don't click [Discard] or [Keep].
(3) Try to close Chrome

What is the expected result?
Chrome should close.

What happens instead?
Chrome warns me that downloads are pending. It's not obvious that a download caught by safe browsing is in pending state though (and in fact, it seems like we could 'resume' this one fairly easily)

us identify the root cause and more rapidly triage the issue.

Is this because the UI doesn't make it clear that we're downloading while we're asking?  In this case we could just cancel the download and remove the file.

Components: -UI>Browser>SafeBrowsing
At this point, Safe Browsing has delivered the correct verdict for the download so nothing more for Safe Browsing to do here.
