Stemming from a transient issue with GoB responses, we need a means to identify Git issues as they pertain to builds, builders, and bots.  The current distribution based timings naturally hide outliers, along with the fact that we do not have metric fields to identify at the level needed to provide adequate monitoring and reporting.  

Master bug to track:
* "global" metric fields available for all metrics throughout the cbuildbot infrastructure.
* absolute timing metrics rather than only distributions
* metric timers around all Git calls to identify outliers.
