Desktop shortcuts

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36 Edge/17.17134

Steps to reproduce the problem:
1. open any web page
2. Create desktop shortcut to that same page
3. go to desktop and the shortcut is there with that web page logo

4. when I click to open it always goes to google main page and not opening the page I create the shortcut

What is the expected behavior?
The expected was to open the web page I create the desktop shortcut

What went wrong?
It start doing this since 5 of June 2018 update

Unable to reproduce the issue on Win-10 using chrome latest stable #67.0.3396.79 and latest canary #69.0.3451.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened www.wikipedia.org
2. Created desktop shortcut to that same page.
3. Navigated to desktop and double clicked the shortcut with that web page logo.
4. Observed that the web page opened for which the desktop shortcut was created.

jorgeherculano@ - Could you please check the issue on latest stable #67.0.3396.79 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
The latest chrome builds can be downloaded from the below URL:

Hi. Here are a few other things to look at:

- Check the shortcut's "Properties". Does it specify the correct URL on the command line?
- What happens if you launch chrome.exe from a cmd prompt with a URL on the command line? For example:

C:\>"%programfiles(x86)%\google\chrome\application\chrome.exe" https://nytimes.com

- Do you have any administrative policies set that control the startup pages (check chrome://policy)?

As there isn't any Feedback from reporter since long time, hence closing it and marking it as Won't Fix.

@Reporter: Feel free to file a new one if the issue is seen again. Removing Needs-Bisect label to it.
