google login broken on installed to desktop PWA

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:
1. navigate to https://ajonp-firebaseui-pwa-redirect.firebaseapp.com/
2. login and works, logout
3. instal pwa 
4. try login in PWA 
5. hangs 

What is the expected behavior?
Should log in 

What went wrong?
no login happened

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 67.0.3396.62  Channel: stable
OS Version: Ubuntu 16.04

As we are unable to see the chrome browser hangs on after login in PWA by using ubuntu 17.10. Could you please help us to provide PWA where you are facing issue for further triaging of the issue? and if possible provide screen-cast.

I can repro. The problem is that navigating out-of-scope results in a new tab being opened, which triggers the popup blocker.

On Chrome OS users will get an indication that the popup blocker was triggered and will be able to allow popups from the page.

We haven't implemented a title bar in Linux, which is why the feature is still behind a flag, so there is no surface to indicate to the user that a popup was blocked.

Note that this behavior is only temporary; we will stop opening out of scope navigations in separate windows and instead bring down the location bar like we do in non-PWAs. This will solve this problem on Linux as well.
