What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/languages page and tap touch on Language.
(2) Now tap touch on "Add languages" and Observe the focus.

Actual Result: Unnecessary Glimpse of grey focus highlight appears over 'Add languages' overlay.
Expected Result: Glimpse of grey focus highlight should not appear over 'Add languages' overlay.

This is a regression issue, broken in 'M-66' series and providing the bisect info below:
Good Build: 66.0.3350.0 (Revision: 537343)
Bad Build:  66.0.3352.0 (Revision: 538313)

Note:
1) Issue is Touch specific and it is not seen on Click event.
2) Issue is not seen on Linux (14.04 LTS) and Mac (10.12.6, 10.13.1, 10.13.6) OS.
3) Issue is also seen on M-67 Beta (build #67.0.3396.62), M-68 Dev (build #68.0.3440.15) and M-69 Canary (build #69.0.3451.0).
