UI effect is not seen only on 'Street address' text field and font in chrome://settings/autofill.

OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1) Launch chrome, Navigate to chrome://settings/autofill
(2) Now click on 'Add' button and observe 'Street address' text field and font in 'Add address' overlay

Actual: UI effect is not seen only on 'Street address' text field and font
Expected: UI effect should be seen for all the fields including 'Street address' text field

This is a Non-regression issue seen from M-69 series build #69.0.3451.0

Note : Will soon update Mac and Linux OS behavior.
