Downloaded file icon is missing after downloading any file in chrome (only for the fresh profile)

Chrome Version: 69.0.3450.0
OS: MacOS 10.13.4

What steps will reproduce the problem?
(1) Launch chrome with clean profile
(2) Download any file (sample pdf file)
(3) Observe 'Downloaded file icon ' in download bar (at the bottom of the page)

What is the expected result?
Downloaded file icon should be displayed on download bar immidietely after file gets downloaded along with its file name.

What happens instead?
Downloaded file icon is missing after downloading any file in chrome (only for the fresh profile)

Note:
1. Issue observed only for the fresh profile
2. Issue is seen only on Mac OS

Unable to provide the bisect details using per-revision script, hence providing bisect details using old script:

This seems to be Cocoa-specific. Please leave a comment if it also happens under MacViews.

Again tested this issue on Mac 10.13.6 using chrome latest beta-69.0.3497.42 as per c#0 & C#5.

No issue observed (download icon is displayed) without any flag enabled.
No issue is seen even after enabling 'views-browser on windows' flag (Mac views enabled) too.
