Arc: S2S and focus highlight should be able to work at the same time

Issue description

Chrome Version: ToT
OS: Chrome OS

What steps will reproduce the problem?
(1) Enable focus highlight
(2) Enable S2S
(3) Try to read something on Android window with S2S

What is the expected result?
S2S reads.

What happens instead?
Nothing happens.

This happens because filter type is not updated when S2S is enabled. Also there is different issue depending on the order of enabling those features. If you enable S2S first, focus highlight doesn't work as filter type is set to ALL.
